Our client is long established and pivotal player within the energy and utilities supply chain and utilises world leading technology at its plant in the North West. As a result of continued growth and major projects our client is looking for two Senior Buyers for its CAPEX, Engineering, Construction and Projects function on an interim (minimum 12 month contract) basis.


The focus of the roles is the leadership of cross functional teams on major sourcing projects, developing and executing sourcing strategies; the tender and negotiation process; supplier selection, drafting, award and execution of contracts; commercial management of suppliers' post contract management of capital investments and infrastructure projects and the delivery of strategic change and operational efficiency. Our client is seeking graduate calibre, MCIPS qualified Construction and Engineering Projects specialists with NEC3 knowledge and experience.


The Roles:
* To support the EPC Project Procurement Manager/ Engineering, Construction and Projects Team in the execution of both local and global strategies.
* To work with relevant customers/stakeholders and procurement colleagues in the development and execution of customer aligned and fully integrated category plan(s) for Engineering, Construction and Projects, and taking the commercial lead in the sourcing, selection, and management of suppliers for all associated projects.
* As a member of a global procurement and category team actively contribute to the development and execution of the category plan and associated projects to drive maximum value from the supply chain and the dissemination of best practice.
* To actively contribute to the development of the Category Plan such that the Team is clear on the vision, strategy, and implementation process.
* To develop, evaluate and manage internal and external supplier relationships such that they support the optimisation of our client's position.
* To manage significant and complex supplier contracts in line with corporate policies and procedures to drive both value and compliance for the Company
* To develop partnerships with customer groups and business leaders to gain their support and co-operation in the delivery of sourcing projects and the category plan.
* To work with key customers to ensure an effective view of business strategy, portfolio of projects and priorities such that realistic expectations are formed on all sides.

The Ideal Candidates:
* University degree educated (or with evidence of recent CPD) plus MCIPS essential.
* Experience gained within a multinational, corporate and regulated environment such as utilities, aerospace, pharmaceutical, electronics, engineering, capital intensive industry, construction, environments etc.
* At least four years' procurement experience including minimum two years in a category manager or senior buyer role within the CAPEX, Engineering, Construction Projects category area.
* NEC3 engineering and construction contract experience and knowledge essential.
* An understanding of category management principles and a working knowledge of SAP processes and functionality across the procurement process and integration with other functions.
* Excellent stakeholder engagement, persuasion and influencing including business case development and presentation experience.
* Excellent track record of supplier management and development including implementation of supplier management programmes with key suppliers.
* Experience of advising and leading on bid evaluation approach in support of supplier selection.
* Experience of development and execution of project procurement strategies within the context of construction and engineering projects.
* Able to drive a lean sourcing culture, driving efficiencies and improvements by challenging current practice and actively participating with regulatory bodies to support innovative procurement.

* Procurement strategy will detail value definition, opportunity development, supply chain execution and value creation, governance and value capture and mitigation of risk and value protection.
* From a procurement strategy execution perspective, you will assume responsibility for the creation and operational leadership of teams to deliver the Procurement Strategy. You will assume day to day accountability for the management of the project Procurement team to ensure delivery of the project requirements.
* To ensure procurement integration you will ensure that strategy and execution of project requirements both aligns and leverages existing category management plans where appropriate to the project.

* Strategic EPC Contracting and Procurement experience gained within a FTSE 100, NYSE Top 100 or similar global organisation. This could include oil and gas, energy, utilities, mining and minerals exploration, or capital-intensive industrial manufacturing sectors such as steel or construction materials or hazardous industry sectors such as chemicals or nuclear. Candidates from other sectors such top 4 strategy consultancies, FMCG or pharmaceutical will also be considered if they are educated to university/Master's degree level.
* You will ideally be multilingual in English or Dutch or German, but this is not a prerequisite.

Dit zal variëren van het uitwerken van inkoopstrategieën voor EPC-projecten over selectie van leveranciers en opmaak van contracten tot het gunnen van contracten en het beheren van claims.

Uw taken
•    In nauwe samenwerking met de functie mondiale projecten, de mondiale inkoopteams en de raad van bestuur zal u instaan voor het uitwerken van het inkoopbeleid, het bepalen van de belangrijkste criteria voor succes, de prioriteiten en de vereisten voor het project en het bedenken van een aangepast toeleveringsketen- en inkoopbeleid dat aan deze vereisten voldoet.

•    Elk projectbeleid moet op maat en specifiek zijn voor de gewenste resultaten van het project, en tegelijkertijd consequent blijven wat betreft de niet-onderhandelbare elementen van het mondiale inkoopbeleid, bestuursmodellen en bedrijfsbeleidslijnen. 

•    Het inkoopbeleid moet het volgende detailleren: waardebepaling, ontwikkeling van opportuniteiten, uitvoering van toeleveringsketen en waardecreatie, bestuur en waardeovername, vermindering van risico’s en bescherming van waarde.

•    Met het oog op de uitvoering van het inkoopbeleid dient u in te staan voor de samenstelling en operationele leiding van de teams die het inkoopbeleid zullen uitvoeren. U zal dagelijks bij het management rapporteren over het beheer van het projectinkoop-team om te verzekeren dat aan de projectvereisten wordt voldaan.

•    Om inkoopintegratie te verzekeren, moet u ervoor zorgen dat beleid en uitvoering van projectvereisten op elkaar zijn afgestemd en dat daarbij gebruik wordt gemaakt van bestaande categoriebeheerplannen, waar dat voor het project relevant is.

•    Daarenboven dient u de markt vanuit meerdere industriesectoren in het oog te houden voor nieuwe beste praktijken, en te evalueren hoe deze door uw klant kunnen worden benut om verder waarden te creëren, te leveren, vast te leggen en te beschermen.

Wat wij zoeken

•    Iemand met een technisch of wetenschappelijk (of gelijkaardig) diploma met een post-graduaatopleiding in inkoop en/of een masterdiploma. Een kwalificatie in projectbeheer is daarbij een extra troef.
•    U werkt al minstens 7-10 jaar consequent en ambitieus aan uw loopbaan via een functie in strategische mondiale of pan-Europese EPC contractering en inkoop voor grote investerings- of onderzoeksprogramma’s ter waarde van minimaal £/€ 250-300 miljoen.
