SENIOR BUYER/CATEGORY MANAGER (INTERIM) CIVILS, MINOR WORKS & GENERAL BUILDING/CAPITAL PROJECTS CATEGORY

 

C£60-65000 PRO RATA FOR 6-9 MONTH CONTRACT

Our client is a long established and pivotal player within the energy and utilities supply chain and utilises world leading technology at its plant in the North West.  As a result of a secondment, at a time of continued growth and major projects, our client is looking for a graduate calibre, CIPS qualified Senior Buyer to head up their Civils, Minor Works and General Building Projects category.  Experience of capital projects procurement within civil and general building disciplines of construction would be essential.  Experience of drafting and executing model form contracts, notably NEC3 and the management of term and framework contractors will be critical to success. Demonstrable internal and external stakeholder engagement skills will be very important.    This opportunity is offered on an interim basis to cover the current incumbent’s secondment to a project for 6-9 months.  The interim contract would commence from January 2019.

The Role:

  • Responsible for the management of all spend within the Civils, Minor Works and General Building Projects Category
  • Procurement Lead and Contract Manager for multiple capital projects on a nuclear licensed site.
  • Responsible for the management of both standard suite and NEC3 contracts up to the value of c£25m.
  • Commercial management of NEC3 contracts working in liaison with Project Managers, Quantity Surveyors & Cost Engineers throughout the project lifecycle.
  • Development and execution of detailed tender documentation for engineering, construction and refurbishment projects ranging in size and complexity.
  • Drafting and implementation of negotiation strategies in conjunction with senior business stakeholders.
  • Development of supply chain strategies and value delivery plans for allocated categories of spend across the capital projects landscape.
  • Identification of savings targets, baseline agreements and methodologies for reporting purposes.
  • Reporting on forecasts, actuals, annualised and cumulative savings figures.
  • Delivery of actual value savings in line with agreed forecast.
  • Drafting and agreement of key contractual terms taking into account commercials, risk, HSEQ as well as the stringent controls in place at nuclear establishments.
  • Development and implementation of a balanced scorecard approach to SRM as part of the category management process.
  • Development of detailed category strategies to ensure provision of a resilient and value delivering supply chain.
  • The key commercial interface between all operational facilities and central technical group to ensure technical compliance in line with specific regulatory requirements.
  • Detailed risk analysis of key areas of the supply chain and asset base to establish demand pipeline and drive value delivery targets.

Qualifications & Experience:

  • University degree educated
  • Part or Fully Qualified MCIPS – minimum level 4
  • Experience gained within a multinational, corporate and regulated environment such as utilities, nuclear, energy, power generation, aerospace, construction, pharmaceutical, engineering, capital intensive industry, public sector OJEU environments if combined with private sector procurement experience.
  • At least four years procurement experience including minimum two years in a category manager or senior buyer role within CAPEX, Civils, Minor Works, Capital Projects, Engineering, General Building Projects, Construction arena.
  • Experience of drafting and executing model form contracts, notably NEC3 and the management of term and framework contractors.
  • An understanding of category management principles and a working knowledge of SAP processes and functionality across the procurement process and integration with other functions.
  • Excellent stakeholder engagement, persuasion and influencing including business case development and presentation experience.
  • Excellent track record of supplier management and development including implementation of supplier management programmes with key suppliers.
  • Experience of advising and leading on bid evaluation approach in support of supplier selection.
  • Experience of development and execution of project procurement strategies within the context of civils, minor works, general building projects, construction and capital engineering projects.
  • Able to drive a lean sourcing culture, driving efficiencies and improvements by challenging current practice and actively participating with regulatory bodies to support innovative procurement.
  • Ideally available to commence this role in January 2019.
